Drivers license question!?

On Monday night I need to take a friend to an MRI. But I’ve only had my license for about a month. Is it true that, in Oregon, if I have a signed statement from my parent and the parent of the girl (also 17, no license) that I’m driving I can legally take her?

    First Six Months:
    You can not drive with a passenger under age 20 who is not a member of your immediate family*; and
    You can not drive between midnight and 5 am unless you are:
    Driving between home and work
    Driving between home and a school event for which there is no other transportation available
    Driving for employment purposes; or
    Accompanied by a licensed driver who is at least 25 years old.

    There is no provision to drive someone for medical procedures. So no, unless you have someone with that is licensed and 25 or over.

    Notes from parents don’t set aside law on the matter.
